As the new administration comes in, the world of Executive Orders and how it will change Federal Grants is still a mystery. Only time will tell what is real and what is posturing. There are indications that most of the executive orders will be “reversing” Biden policies and going after undocumented people in the US.  Most likely eliminating grants that exist now (especially in areas of green energy, public transportation, environmental protection, DEI, etc.).  A lot of talk of “cutting spending”

Another data point is that in his last administration, Trump enacted 23 Executive orders in his first 90 days.  (220 in his 4 years)

According to Forbes Magazine (https://www.forbes.com/sites/emilsayegh/2024/11/18/decoding- trumps-tech-and-ai-agenda-innovation-and-policy-impacts/) , “With other tech-savvy leaders like Vice President J.D. Vance influencing policy, this direction underscores the broader Republican ethos of minimizing government interference to drive rapid technological progress. Revisions to Biden’s Executive Order are expected to move away from strict ethical standards and instead emphasize innovation and incentivizing private sector contributions, a cornerstone of Trump’s innovation-driven agenda.”

The article further explains that “OpenAI, led by CEO Sam Altman, has already positioned itself to align with the Trump administration’s objectives. During a recent event at the Center for Strategic and International Studies, Chris Lehane, OpenAI’s Vice President of Global Affairs, presented the company’s "Infrastructure Blueprint for the U.S.," which outlines AI’s critical role in revitalizing the American economy.”

We believe at For-profit Grants that changes will quickly be seen within the National Science Foundation. Current NSF Director Sethuraman Panchanathan, an appointee of the Trump administration, is still under contract into 2026. Climate change awards may continue to be suppressed, and the NSF will likely be the catalyst for more technology innovation money under a new executive order that stretches and adds flexibility to the America’s Seed Fund led under the Biden Administration.

We will continue to watch NASA as well with the believe that more literal “out-there” funding initiatives come into play in 2025 for scientists to impact the next generation of space flight and exploration. Already, under the Biden administration, NASA is space focused with open grants today for new space research through the traditional SBIR funding program. P.S.
